Francisco J. Fimbres 

Director, Mayor’s Office of Neighborhood Engagement

Francisco J. Fimbres has more than nine years of experience in public and government affairs, Latino outreach, community and constituent relations, strategic communications, business and economic development, fundraising, and event management in the nonprofit, government and private sectors.

He currently serves Washington, DC Mayor Vincent C. Gray as his Director for the DC Office of Neighborhood Engagement formerly known as the Mayor’s Office of Community Relations & Services. He served in the previous administration as the Mayor’s Ward 2 Liaison, where he oversaw interagency coordination in delivering high quality and timely services to residents; and as the link between the Mayor, residents and government agencies.

Prior to joining the Executive Office of the Mayor of the District of Columbia, Mr. Fimbres was Director, Strategic Partnerships, Community Relations, and Outreach for the Hispanic Communications Network, which serves Hispanics nationwide with vital information in Spanish on health care, higher education, financial literacy, home ownership, science, technology, immigration and the environment.

Mr. Fimbres previously gained international experience living and working abroad in Mexico, and subsequently when he assisted the Consul General and Vice Consul with immigration projects, biometrics administration, and organization of tourist related visa applications, security, and background investigations in the consular unit of the US Department of State’s Embassy in Damascus, Syria. He has also traveled throughout Syria, Jordan, Israel, Europe, Canada, Mexico, parts of South America, and the Caribbean.

Corporate experience includes serving as Director, Diversity Best Practices & the Business Women’s Network Divisions for The Public Affairs Group (Washington, DC), which was later acquired by NBC Universal where he formulated new strategic alliances, partnership building, outreach, and grassroots advocacy programs and campaigns, and managed Fortune 500 corporate, government, and nonprofit client relationships; Director of Development, Marketing, and Outreach for National Association Of Hispanic Publications, Inc. (Washington, DC); Business Development, Marketing & Project Manager for Marble Systems, Inc. (Fairfax, Va).

Mr. Fimbres finds one of his true passions in the world of foreign and domestic policy, public service, and politics. He was active in Congressman Dick Gephardt’s presidential exploratory committee with opposition research, John Kerry’s presidential campaign assisting with Hispanic media and outreach, Obama for America as Hispanic Outreach Volunteer Representative; served as Fundraising and Volunteer Event Coordinator for Senator Hillary R. Clinton and now supports his community through the Executive Office of Mayor Vincent C. Gray.

Francisco holds a Bachelor's in International Studies from American University where he focused his efforts on the Western Hemisphere, International Security, and US Foreign Policy. He later pursued graduate course work in Latin American Studies at the Walsh School of Foreign Service, Georgetown University.

Mr. Fimbres was born in San Diego, but raised in Tijuana, Mexico. He is bilingual in English/Spanish; has basic knowledge of French and Arabic.
